It's absolutely free of charge - I am sure it is a valued argument for most of web developers (especially beginning). It supports a lot of programming languages and contains a lot of source code templates. The very nice feature is the source code formatting. Let's pretend you got some obfuscated code. PSPad editor will format it to have it readable - I love this feature. Nowadays I use Scintilla inherited editors (wscite and Notepad++) because they do a lot of things with a text being automated by different ways: via menu and via short-cuts (especially). And I missed those features testing the PSPad editor program.
